Citizenship
You can become a citizen at any level. You will receive a passport, (permanent scroll home) and be able to vote at level 8. It's useful to become a citizen as soon as possible so you always have a scroll out of dangerous areas.
This is the default citizenship, this is what you are when you first spark or leave any citizenship.
Mileth Citizenship - speak to the Mileth Clerk in the Mileth Citizens area, building to the right. (To get to the Citizens area, goto 13,1 in Mileth Corridor).
Rucesion Citizenship - speak to Sahib at the Rucesion Inn (41,42 in Rucesion City).
Tagor Citizenship - need to complete Tagor Historian Quest first, then speak to Tagor Citizen to become a citizen. (He is 37,71 in Tagor).
